In the year 1864, Nijma Jo who later became the founder of Doshisha University, attempted to smuggle into the United States violating country law. The monument was erected in 1954 near the pier.

Higashihama landing pier (Old Pier) was the gateway to Hokkaido Hakodate since the Meiji era . In 1968 to celebrate 100 years of starting of Hokkaido, monument was built near here. The motif of the monument are composed of anchor and brown bear.
